Mod doesn't work

I want to install one mod to CS - Traffic Manager or something similar. When I put mod folders in CitiesSkylines -> Files -> Mods it isn't showing in game. Am I doing something wrong? I have non-steam version - bought on Epic Games Shop.

as you can see, I've installed some mods but only FineRoadAnarchy is working.

Some mods only work with the Steam version, as they reference the Steam workshop folder to run. Traffic Manager might be one like that.

I also recommend checking out this guide. Even though it's made for Steam, it has a lot of good advice.

Thanks, but it doesn't work. I've asked for help on other forums and that's what have worked:
1. Download mod (I downloaded Traffic Manager: President Edition from github).
2. Go to the game folder -> Files -> Mods.
3. Create folder TrafficManager.
4. Put all .dll folders in created folder.
5. Now it is possible to enable this mod.
