I have for some time been struggling with a rather odd issue where, for unknown reasons, steam workshop mods have not downloaded onto one of the two computers I play CK2 on (Henceforth referred to as Laptop and PC for clarity), the issue occuring on the Laptop.

The issue started first after an unrelated workshop issue from a different game prompted me to do a Steam reinstall, losing all local data in the process. Despite Subscription data following over and despite the cloud synchronization being checked (I have checked this about a 1000 times now; it is always the first thing being asked about), mods would not download.

The manner in which they would not download, however, was the vexing part. I will break it down the process as it seems to occur to me:

1. I click subscribe to the mod. Steam proceeds to start with that little download bar at the bottom.
2. When it finishes, I open CK2. The mod appears in the Mods tab, but there is no checkbox. It cannot be checked.
3. I check the mod folder in Documents. There is no downloaded anything in the folder.
4. I unsubscribe from the mod, then resubscribe. Download bar does not appear. I check the downloads and find that at the maximum download speed was 0 bytes/s, which implies that there was no download at all.
5. After long time googling, I discover the files seem to get stuck in some folder deep in Steam's "userdata" well of randomly numbered subfolders.

I asked about the issue in September sometime I believe, and have been in contact with both Paradox and Steam support, though both sides pointed towards the issue being with the other. I know the mods work, because they worked on my PC. I even tried uninstalling and reinstalling Steam again, only to repeat steps 1-5 above. Mods were still working on the PC, just not on the Laptop.

Now, as for tonight:

6. Decided to try and uninstall CK2 and delete all mod data from both computers simultaneously, then reinstall and try to start over, so unsubscribe from all mods, delete mod data and uninstall all local data.
7. Reinstalls CK2 on both computers at the same time.
8. Subscribes to mods I want to keep using.
9. Discover that the issue is not isolated to the Laptop. It occurs on the PC as well.
10. Finally discovers a solution that works: Someone 4 years ago apparently had a similar issue and found that if he unsubscribed from mods, started the launcher and then, while the launcher was running, subscribed to the mods, it would work once he restarted the launcher.
11. Tries to do this on PC. It works. Mods download.

And now:

12. Tries same method on Laptop after turning off PC. It doesn't work. Repeats 10 several times. Mod is showed in Mods tab, but cannot be checked. No checkbox.
13. Repeats step 1-5 a few times.
14. Writes this post.

So two problems:

A) Neither computer can download workshop mods normally. One computer can get them to work of specifically subscribed to while launcher is running (So that is a less serious issue as the workaround is relatively simple; still it is a vexing and unexpected issue).

B) Workaround does not work on the other computer. Mods appear in tab, but has no checkbox, so cannot be checked. Reason for this unknown. Synchronization is working, but the mods never get to their destination and as far as I can see, they do not get downloaded at all.

Now, I think I've been fairl exhaustive in describing my process here, but if there is any doubt or confusion, I will be happy to answer questions.

I also realise this might still be a steam workshop issue and thus one I should communicate with Steam about, however I was hoping someone here might be smarter than the people there and can suss out what on earth has gone awry here. Problem only started in about January; until then for many years, the game had run fine.

Sorry for the wall of text and hoping for someone less idiotic at technology to spot some pattern here.
 
Okay, slight addendum:

I have discovered a stopgap manual workaround that involves manually moving files from the "userdata/...../referenced/" folder system in the Steam folder to the Documents' "mod" folder that for now seems to work, however this is obviously still not ideal as this will not apply updates made. That and the whole point of the Workshop was to not have to fiddle around with that. But slightly less urgent, as stopgap has been discovered, but would still very much like to hear any suggestion as to why the blazes this is occuring, and what is causing it.

That's not quite what I said:
either AVG is in the way or something else is wrong, perhaps in Steam.
