I've been thinking about this idea where instead of creating a de jure title as king or emperor and handing it out, you are able to have a decision or interaction to create a custom titular duchy or kingdom that you can possibly have the freedom to make the CoA for, but if not having the ability to chose what title is given to the person.

I'm currently playing a HIP game starting as the King of Anatolia and then creating the Kingdom level title of Empire of Nikea. Seeing this made me think of the other parts of HIP where this kind of thing is the same, like the "County of Flanders" or the "County of Nevers" which are duke level titles. I was thinking about how you could have the same kind of thing with custom titular titles. You create a custom duchy level title but the used title is the county of wherever. Obviously this would come at a hefty cost and mainly be for the more roleplay type people, maybe having a feature as an independent king to "proclaim yourself an Emperor" changing your title to Emperor of wherever while staying a king, creating a new titular title to use but being extremely expensive.
