I was just wondering if there is a "Mod Manager" that allows you to easily organize modifications and turn them on and off without much trouble.

Most major mods use the "mod-dir" feature which allows them to install to their own directory without affecting the vanilla game files. The mod is then run from its own shortcut with the mod directory added to the command line. You could just make a folder to hold all these shortcuts. Most mods can't be mixed so having a bunch of on-off toggles wouldn't be very useful.
