I feel I don't understand how these all interact.

As i understand them :
"Vassal Titles can be revoked without any special laws." -> no law needed to revoke law BUT
"Cannot revoke titles without special reason." -> you'll need a reason to revoke by the way (plot, claim, ...) and
"Can revoke titles from county and barony vassals without objections" -> no tyranny to remove even with a good reason

Love these new governments, they look very flavorful! But shouldnt the black numenoreans have more commanders than the regular numenoreans? And the good guys, the numenoreans and elven kingdoms have the ability to also not incurrying in tyranny revoking titles and such against orcish and shadow realms?

That could make sense, even if NEVER a good faction should have an evil government type as vassal normally :D Will look at it, and these governments needs again some works.

Will mearas be able to hold titles

Yes, it'll be posssible to give them some lands if you want to. Also, as King of the Eothed/eorlingas, you can have a low chance to tame the King of the Horses, with his own title. Eorl will always do.

Any news?

Well, the work isn't going as fast as i wanted to, but is still in progress. i'm currently doing a ton of localisation, and that takes me a lot of time, as i'm really busy IRL too.
The plan is a release this week-end, as i'll be able to work on it full-time tomorrow and saturday. So, if all is going well, release sunday :)

And well, it'll be maybe the final update on this mod, at least i want to see how it works on a long time without adding more and more and more stuffs, there's already a lot. And i've got another mod project in mind that i want to start to work on.
 
Ok, sorry for the lack of news, localisations are done, and 95% of the update is ready. I'm just working on some bugs i noticed in running tests, so as soon as i solve them, the release will come. Certainly next week then, time to be sure all is ok :)
 
No, i'm still there, just in a period when i don't have a lot of free time and so progress are slow... more than expected :)
Btw i solved the bug i saw, and i'm looking at all the stuff to be sure it's all good.

I know i told you that it should be the last release, but in fact, i'll make one last after it, with Haradrim, and fixing all i can do.
About the Ruler Designer, i believe it's linked to portraits, and i have no clue of how i can fix it.
