Adds planet glassing/nuking via a new chain of events and policy. With full orbital bombardment, terraforming technology researched, and missile/plasma weapons unlocked, the planet glassing policy can be set to allowed, triggering an event when an enemy-held planet's fortifications are exhausted and your combined fleet strength is at least 10,000. The policy does cause considerable unhappiness and a diplomatic penalty. Choose between doing nothing, glassing, and nuking it, accordingly turning it into a modified version of a barren world or a tomb world. Costs a massive amount of resources, gives a -200 opinion modifier with most other empires, and decreases happiness, influence gain, mineral/energy gain, and increases ethics divergence for 2 years.
