Countries that are liberated by wargoals are now actually independent (instead of joining the defeated nation's overlord/senior customs union partner)

Added a workaround decision to allow players in customs unions to start diplomatic plays to annex their subjects (be aware that the senior customs union partner is able to intervene)

Added a workaround decision to allow players to start diplomatic plays to recapture treaty ports imposed on them (No more untouchable Gibraltar, etc.)

When a non-monarchy enforces a transfer subject wargoal on a personal union type subject, it will be turned into a puppet instead (previously it would just liberate them instead, but with an additional infamy cost compared to the liberate subject wargoal)

Countries that are released as subjects now actually remain subjects with rank suppression (instead of breaking free if their prestige would make their rank be too high)

German confederation events can now target subjects (previously, the game required a customs union pact, which subjects can't have in addition)

German confederation events can now target countries with opposite culture, once pan-nationalism is researched (previously Bavaria needed to research pan-nationalism in order for Prussia to be able to annex it)

Made it possible for overlords to bankroll their subjects, and vice versa (previously it was allowed to start, but automatically broke)

Countries with subjects are now allowed to ask to join customs unions (previously they could be invited in, but not ask to join due to subjects being considered an already existing customs union)

Countries cannot ask to join the customs union of an isolationist country (which would auto break, and resulted in Burma escaping being puppeted by joining Isolationist Siam's customs union, for example)

AI will no longer allow subjects to join customs unions (previously, a country on the verge of being puppeted could send a request to join a customs union, and if the senior partner accepted them after they were puppeted, they would break free) (applies to join requests, invitations, and change customs union requests)

AI will no longer allow subjects to switch overlords by offering to become protectorates prior to being puppeted (same previous exploit as them joining customs unions)

AI will no longer allow unrecognized subjects to switch overlords by offering to become tributaries prior to being puppeted (same previous exploit as them joining customs unions)

Subject tooltips now read directly from the game files and display the correct income contribution percentages (previously were hardcoded to display wrong/outdated values)

Great Famine Emergency Hunger Relief modifiers no longer stack (no more free decrees)

Countries can no longer get enactment modifiers to persist between law enactment sessions (previously, some laws, such as health care, internal security, and IG petitions, could give bonuses or penalties if the player cancelled the law before selecting an option on the advance/debate/stall checkpoint events)

USA commander William Shubrick correctly classified as an admiral, not a general

Conscript unit art now displays correctly, and barracks generic-culture irregular infantry battalions also have art fixed

Conscripts no longer have superior stats to regular barracks troops (made conscript production methods be identical to regular barracks ones, except for maintaining the worse morale loss penalties present in vanilla)

Canals classified as government buildings, since they can't hire anyway unless subsidized

Tooltip for Panama/Suez land purchase decisions now displays correctly

Fixed bug where AI sometimes tried to purchase canal land from wrong country (if player owned a treaty port in the state)

Hid stop panama/suez survey decisions once the surveys have completed

Panama Canal Survey now applies the survey modifier for the entire duration of the survey (30 months)

Canal journal entries complete once construction finishes and pops start getting hired (previously demanded 90% occupancy)

Corn Laws journal entry no longer mentions isolationism as an option, since export priority tariffs are not possible with that law
