There's a new game rule to expand how many places start with administrative governments. One of them is for the Karling realms.

Technically they were mildly more administrative than Feudal in 867, but as we all know they quickly became the hotbed for Feudalism.

I've been testing out this setting and they definitely stay administrative unless they get conquered or something else dramatic happens. I kind of like the spirit of this game rule but this won't do. Ideally it would be a smooth decline but the administrative system in game is not really made for this. There is a decision to become feudal but it takes A LOT to select it and I don't think the AI ever will.

I think all it needs is an event to give the option to become feudal as soon as a karling stops being in charge of the administrative realm. Just an event giving the option to switch over to feudal with a high or 100% weight for the AI to select to become feudal.

I don't really have the time to make the mod myself or own it and update it so I'm hoping someone else will see this and agree and want to take on the responsibility.
