Considering that in many characters get married at young ages in the books, (in the books a certain character is married at the age of 9) it would be nice if we could have characters getting married/ being able to lead armies at the age of 13.

Not really. Usually the girls are married once they bleed for the first time, and young rulers/generals do not lead themselves the armies or realms - they are aided by councils and tutors. In my own version of AGOT, I make the marriageable age 14 and adulthood 18.

Also, in CK2, the marriageable age represents the age where they will have children. It is highly unlikely to be able to have children at 9, as far as I'm aware (unless the reproductive system has been forcefully activated, if you get what I mean). If we put the marriageable age at 1, for example, the engine will think they can have children already.

Why 13? It is currently 14 and that one year will not make much of a difference at all. Also what character you are talking about is more of a unique event and would really be a betrothal in any other case.

Right now the age of marriage is 14 and the age of adulthood is 16.

I think that's appropriate considering the age of the marriages in the books and the age that the regencies for these characters ends.

Tommen is even younger in the books, when he marries Margaery. But ingame this wouldn't be more than a betrothal, no marriage is fact until it's consumed and thats after puberty, ingame and in the books. I think 14 is fine, and if you think otherwise it's pretty simple to change in the defines.lua file.
