Recently I decided to try an idea and it works... but its not ideal, hence this post.
So, I exported a small cube from blender with an alpha image etc to make it transparent.
Imported it into the asset editor under water tower, (more flexible placement than parks) fiddled around for a while and eventually came up with a water tower with zero stats and various sizes for 'painting/filling' areas, even those tiny cracks between buildings, although its still a wip because I forgot to add the icons

One problem I have is that because the model is essentially invisible, no outline is shown when plopping, other than a circle.. not helpful when plopping a square (especially a tiled set) when you don't know the orientation
Although it works really well with concrete and unlike using the 'ped path' there are no ugly joins / missing areas
So my thoughts are (and this is the suggestion), similar perhaps to how people have brought over the tree brush or terrain tool, could it be possible to bring over the tile tool from the asset editor, allowing you to effectively paint concrete, gravel, agri fields and ruined grass without resorting to unorthodox methods?
