So i have two suggestions the first and i think the easier of the two is that for Stirling generators during cold snaps now i happen to love Stirling engines i even have a few models of them as such i know that the greater the temperature the difference the higher the efficiency as such more power.

So when a cold snap hits the it should produce, I'm thinking an extra 50% during cold snaps. the other thing i'm thinking is if its closed it has a one grid or whatever the minimum is around it that acts as a subsurface heater but not a good one. it would be ether/or not both.

My other suggestion is a longer but more expensive 'expressway tunnel'. i'm thinking twice the distance and cost. At the moment i seem to keep having to make tiny little bases just where my tunnels are linked up.
