Mod to set the buildings near interlocked

Is there a mod to set the probs nearly interlocked? If yes, wich mod is that?

To set 2 or more probs, buildings, etc.... within the border

I mean, when I do that with the buildings, I dont want to become the building red and no message is comming: "This place is occupied"
