DLC does not rule out modding, but Paradox was not very open to modding lately. They allowed it for Naval War, but only missions.
No word for modding Warlock yet afaik.
But tbh, I don't see what kind of mods this game would need.
 
I could see this game benefitting from a few different kinds of mods...

New items created by the users. (both decorative and new traps etc)
Altering the properties of existing items
Map editor for users to create their own scenarios and campaigns to share with others.
There's more but since I'm pretty sure they are not going to officially support modding I won't go on and get anybody too hyped about the possibilities that *could* have been.
 
I’m not so sure about all the “stuff” inside the game – anything from the Build Menu. I think (I repeat – I think. . . .just my opinion now) it would unbalance the game. With Happiness, Food, Cost, etc. But maybe items could be requested to the Devs and then perhaps added in to a Player’s Item DLC. This way it would be a bit more “controlled and balanced”.

But to be able to have the ability to build maps and then fit them in to scenarios that would in turn be knitted in to a campaign. Yes! Most definitely yes! Let us have that PLEASE!!!!
