I've been trying to create a mod that eliminates the job upkeep penalty for larger capital buildings but it hasn't been populating in the game. I've been removing all of the "planet_jobs_upkeep_mult" modifiers from the 00_capital_buildings.txt file, but for some reason when I open the game the +20% upkeep indicator is still in the "efficiencies of scale" technology in the tech research panel. Am I missing something? I've also made those changes in any mods I'm running, so it doesn't appear to be a mod conflict.
 
These texts are created manually, they won't reflect changes that you make to the buildings. The actual effects should be gone, unless some other mod overwrites the 00_capital_buildings.txt file after you've edited it.

To change the texts, you'll have to edit the localisation files in Stellaris\localisation.
