Maybe I'm misreading Johan's post, but I can only see one section of the manual, "Triggers". I was expecting to see "Scopes" and (possibly most important) "Effects" as well. *Is* there a definitive list of these anywhere?

I'm more-or-less versed in modding for EU3 and HOI3, but never really attempted CK; this means that I'm lacking in understanding both pre-game character creation and in-game generation of them. Of particular interest to me are the questions, "How does the game come up with the values?" and "How can I mod this value creation process?"

Descartes has compiled a short event/map modding guide while he was still working on Imperium. (link)

Another (unsorted) list of event commands, compiled by adonys, can be found here.

As for the creation of characters, I don't think you can actually create characters in the game via event.

What I was looking for was the logic Paradox has used to create characters in-game, all those children they keep having. ;) There must be a logic to the way they are assigned values for Charisma and such?
 
There probably is a logic, but I'm sure it's hardcoded. The only thing we can really control is the maximum number of children etc a character can have.
