So i'm trying to do two things. The first is to find the file that controls the opinions of other nations. I want to change how nations react to aggressive expansion. My second goal is to disable great powers ability to ally each other (and maybe get them to hate each other a bit more as well). Can anyone point me in the right direction?

I think the code for alliances is not exposed. I still keep looking for that for exactly opposite reason as to make tribes alliances.
Or to have an alliance between different state ranks (I think that's what I'm looking for actually).
At the moment I've done it around as a primitive form of subjects (primitive as in very raw mod). But that doesn't solve problem with huge countries bunching up together to squash any opposition

Great powers can't ally anyone. I'd suggest lowering the requirement for how large you have to be a great power.
