how do the values of modifiers that use percentages work?

For instance if i did,
land_organisation = 2

would that be 2x the default value (aka 200% of default) or would that be 2% of the default value (aka a 98% decrease in land organisation) or is it 2% added to the default value (aka 102% of default) ?

Edit: Sorry if this isn't the right place for this question this is my first mod and I'm new to all this.
 
Usually 1 is +100% (=200%), so 2 would be +200% (=300%) and 0.1 would be +10% (110%). If you want to decrease it, I suppose you use a negative number.

Ah I see thank you that is super useful information. I should go adjust the values in the mini mod I'm making to learn as I'm pretty sure I have given a few things larger buffs and debuffs than expected.
