bought the game, so much fun, trying to play as rhx,

maybe someone can answer this from EU3 but is there any way to modify population growth either slow down or speed up? (Other than simply modding the original population of a given province before the game starts)
Or are there any events that affect population growth?

I know you can set the population growth both overall and for provinces as a modifier for particular government types. This comes from either static_modifiers.txt or defines.txt. You could therefore give a country its own government and a population growth rate of X%. Note this rate is per decade I believe. As you can do this for a country, the rate should be able to be changed globally (for all countries in the game). I believe, as I stated, it is to be found in the common folder. There are also plague events, colonization events, a barbarian cultural absorption event, etc. but I don't know the numbers offhand. One suggestion I have heard is that the event numbers and descriptions can be found in the .csv files of the localization directory. Do a search on a term such as 'population' within the files.

Population growth rates in the game are on a per year basis.

I've heard its per year for under 10 pops and 10 years for 10 or over pops. Also I'd like to add a question: How the hell do you add trade goods and assign them to a province without the game ctding?

Only if the total population of the province is under 10.

Once the population reaches 10 in a province, the growth rate for that province is calculated for every 10 years (though it is compounded yearly).

Edit: DOH!
