How do I add less construction costs/quicker building buff or debuff to certain tech?

What I want is to add some buffs/debuffs to construction speed of buildings tied to tech, a'la companies that get bonus to their construction.

If you mean construction efficiency, you're looking for the state_construction_mult modifier. If you mean for a specific building, that is not possible to my knowledge as of the current patch.

Can I script a country to have a certain building construction with 50% progress at the game start?

Or alternatively... can I start construction via trigger and set the progress?
