Modding Strait Trade Routes

I am trying to add trade routes to straits. However, it only works if the territory is the provincial capital. Is there a way around this?

Hm well you can do it on a state with add_state_modifier, but thats only for the current country. I would just add a permanent province modifier to all the territories in the area if you wanna do that.

Can't you just add a territory modifier, like the metropolis modifier? Or does that only work because you can only build metropolis in province capitals?

Does the Metropolis apply to the whole province? If it does then I'll look into that.
