How can I mod the amount of provinces a certain title can hold without penalty?

For instance, a Count's multiplier is 0.5
A Duke is 1.0

How can I change these values? I've been blazing through the CK files without any luck.

You can't, those are hardcoded

So where in the .exe are they located? It shouldnt be too complicated to edit the relationship between Intrigue and Title multipliers to increase or decrease the values.
