The mod should unzip to your EU2 folder; it creates its own "476" folder there . Make a copy of the shortcut you normally use to run EU2. Edit the properties of the shortcut; in the "shortcut" tab, add 476 to the end of the "target". In my case, the target is "D:\Games\EU2\EU2.exe 476".

I did exactly that, but then it says that the target is invalid; despite the folder being there.
 
What does your target string look like exactly?

The name of the mod folder should be outside the quotation marks: "C:\Program Files\Paradox Entertainment\Europa Universalis 2\EU2.exe" 476
 
Yes, the 476 should be outside the quotes. (My string actually has no quotes; they aren't needed since I have no spaces in folder names.)

Dunno if it makes a difference, but mine looks like this (mine isn't on C-drive):

"H:\Europa Universalis 2\EU2.exe" H:\Europa Universalis 2\476

It should work without the path to the 476 folder. (You might need to make sure the "start in" folder is the same folder as the eu2.exe is in though.)
