Modification question

I think, I tried posting this in the regular forum to no success, somebody replied asking it in here. OK, I have played the game for nearly a week. For fun I thought I would modify the scenerio "The Road To War", and start it out with having Germany maxed out knowing all the tech levels to start the scenerio. So I add all the research areas in the editor to the known applications window and save the scenerio giving it a new name. Well I start the scenerio fine but when I want to create a new division I was hoping to say create an armored division with Tiger tanks but it still only allows me to form a division with pre war and first generation tanks. Am I doing something wrong? Any help would be greatly appreciated.

I think you have to mod the ".inc" file for Germany, as certain items are coded there with minimum start dates. Therefore, even if you had the tech you would not be able to build a Tiger Tank until 1943-44 or something like that.

Make sure you back up your *.inc file before you change stats in it so you can go back to the original if something does not work right.
