There isn't really a theme to it, I'm just making tweaks to it. In that I'm trying to make it that the IC levels more or less reflect the 1938 scenario (more industry for the majors; the true industrial might of the Ruhr is reflected, more industry deep in the USSR, strengthening pre-invasion France and UK whilst also increasing Italy's pre-war strength). Also looking to make the minor/middle powers a little stronger and in percentage terms make them correspondingly a little stronger. Lastly, I was hoping to make releasable nations a little more self-sufficient and stronger in their own right, not too much, but enough to make it worthwhile (hence the IC and extra resources placed in places like Casablanca, Marrakech, Algiers, Tunis, Tripoli, Cairo, Alexandria, Beirut, Jerusalem, Tel Aviv, Yerevan, Tblisi, Baku, Phnom Penh, Taipei and so on, which would be capitals or major cities of potentially released nations).
If possible I was later looking at having the start of the scenario with such nations as India, Singapore and/or Malaysia and Egypt being released and puppets of the UK. I was thinking of doing the same with Tunisia, though it wasn't actually independent at the time; unless I can make an event where by if Italy succeed in taking Savoy, Corsica and Tunisia off the French before the fall of France and the creation of Vichy France, that Italy could retain those territories.
If I could do the above; I would then be inclined to further buff the UK somewhat and the French slightly in their respective home territories.
