Maybe it helps someone: in my case the GOOE mod was the issue. unsubscribe the mod and delete the GOOE folders in
AppData/LocalLow/Colossal Order/Cities Skylines II/Mods
AppData/LocalLow/Colossal Order/Cities Skylines II/ModsData

Then the icons for Move it, Find it etc. will appear (if you use these mods).
This!! Thanks. A broken mod that was since removed - leaves a folder behind and causes havoc. It took an hour but tdeleting the gooe folder solved it
 
I've found a fix: Install Skyve and disable all mods with a warning in your playset and uninstall all mods with a red warning by clicking on the warning and then clicking on "perform recommend action" or smth along the lines of that. after restarting 2 times when doing so it has fixed my game by initializing my mods and having them show up in my UI.
