Got the game via xbox game pass, logged in and played a few games online via the paradox account, great stuff.

I then downloaded a mod through the paradox plaza, pasted in the appropriate folder in the documents and activated that mod via the launcher, but anytime I open the game it says

"Account Permission
You have no permission to access user generated content. Mods will be disabled."

I'm logged in automatically in both the launcher and the game itself. I've linked the paradox account with my live account. Tried re-logging in on both accounts, still same error. What gives - are gamepass users not allowed to use mods?

I've seen a few other such reports, always with that game version, but no resolution I'm aware of.

I am unable to duplicate the problem.

The MS store does put the game files in a very inaccessible place but that should not affect the Documents folder of course.

I'll run this past a few people backstage and see what we can come up with. Sorry about this!
 
Appreciate the instant response, amazing. Okay so it's not a planned feature and subscribes are supposed to be allowed to use them, that's uplifting and may put others at ease who are having the same problem. Anything I can do to provide further diagnostics for more information?

In the meantime I guess I'll try a full reinstall of the xbox launcher & imperator!
 
We've just solved another case of this. It's actually not the game or the launcher causing the issue, it's most likely your Microsoft account settings ;)! Can you please try this and see if it solves it?

1. Login to your Xbox account here: https://account.xbox.com/
2. In the Privacy settings, make sure that the "See and use community content" is set to "Allow"
3. Save, restart the Xbox app and see if it works better

You may need to tinker around a bit with the privacy settings (there are quite a few!) but we think this will fix it for you.

This is the exact solution that worked, thank you very much! Hope it helps everyone else that might face it.
 
I've ran into the same issue and I had no luck running through the privacy settings. I can't find this option anywhere in any privacy settings. Any chance you could address me on where to find it?
 
So you found Privacy Settings but not "See and use community content" , is that the situation?
 
Exactly. I went to the link you provided, then on the top right, clicking on my profile picture there are various voices among which i selected xbox settings. Went there under "Privacy & online safety" and looked into other submenus in case they moved it, but no luck finding this setting.
Also going back to account.xbox, I selected "My Microsoft account" and and went into the privacy settings there aswell (even though I don't think it should be here).
So I was thinking either I'm not seeing it somehow or going to the wrong sections or it's not present in my region (Italy).

Edit: I also tried reinstalling the whole thing, moving the game to the C drive, editing the game settings files as some people were suggesting (but they are encrypted so I couldn't either).
 
I went to that link and clicked on Profile in the Xbox line. Under my name there is Privacy Settings. After verifying my ID I see a page Privacy and Online Safety.

The third entry down is titled "See and Upload Community Creations". That should be set to Everyone.

If you do not see that entry, I cannot explain that. You may need to seek help from Xbox account support.
 
Yes the layout was probably different due to the region. I found the setting and it was enabled. After various attempts, it still didn't work for me. I tried Hearts of Iron as well and same thing, the mod appears in the launcher, but it doesn't get loaded into the game. At this point I gave up and uninstalled everything. Thanks anyway.
