For around the past year or so, for some reason, my mods just aren't working. I've tried several different mods to see if it was on their ends, and turns out, it wasn't. So, I download a mod the correct way that moddb tells me, and the mod installs correctly, but whenever I launch up the game, no mods show in the folder. Please help, I'm desperate to be able to play the game again!

You might have the mods embedded one folder too deep - what do the folders inside the "HPM" folder look like?
 
Yes this seems as you have an extra layer of HPM folders. Try moving the folder beneath the top folder outside into the mod directory. You should be able to see the mod files (map, save games etc...) after just clicking on one folder.
 
Okay. Maybe you are in the wrong directory? Have you placed them inside the steam/steamapps/common/victoria2/mod directory or have you placed them sinde the documents/paradoxinteractive/victoria2 directory? If you have placed them in the latter they should be moved to the former (unless you have a installation from a disk which might change where you install it).
