I'll begin with tweaks:
- Add select/unselect all button, so you could easily and fast revert to vanilla.
- Sort mod list alphabetically, not however its sorted now...(If its sorted at all...)
- Fix the launcher bug, that it shows newly downloaded/updated mod as selected, even though they aren't.

Now, mod playlists.
It would be a nice little add-on, that would allow to fast changing selected groups of mods. For example: if you want to play Meiou&Taxes with all content packs, you just select previously made playlist contaning those, when you get the feel to just play vanilla with some graphics and music mods, instead of searching them in mod list, you just select your graphics and music for vanilla playlist, you've previously created.

It would be helpful if you could see mod description and changelog in launcher instead of searching through Steam workshop/Paradox forums/whatever place you get mods from. Now when I think of it, it would be cool if there was some kind of symbol indicating, that mod description/changelog wasn't opened since last update, because Steam doesn't do good job showing you what mods where updated... Also seeing mod version in launcher would be great too.

I've made some sort of a concept art(?) to better show what I mean in case my English wasn't understandable(Description is selected, mods aren't sorted and there is no "new" symbol):

(Yeah, I know I shouldn't touch any graphic editing program ever again for the sake of well being of humanity.)

I know that this wouldn't be top priority since EU4 have more important problems than some launcher upgrades for lazy guys like me. But, who knows... Maybe one day...

I love the playlists idea - I often have modded and vanilla (IM) games going at once, as well as like 3 different sets of graphical mods depending on what I'm in the mood for, and switching is really tedious, especially when you're as extra as I am and have like 70 workshop subscriptions half of which you use like once every 6 months.

David, UX designer working on the launcher, here. Those are some great concepts and ideas and as always with feedback, we take it to heart!
While I can't talk too much about mods right now, I'd recommend keeping your eyes and ears open. There is some fun stuff on the horizon ;)
 
@Bisougai has already developed a software to manage mods with playlists.
I have added some features to his software like configure a language in each playlist or a primitive information about mod conflicts.

The documentation provides some screenshots about the UX of the software if it can be useful for a new EUIV launcher.
I think only the newly added Steam and directory buttons are missing. (These buttons are used to go to the Steam mod page or to open the explorer in the mod directory).

As it is, they are sorted alphabetically, but by their file/folder names, and not by their display names. If you create a mod called "Mod A" but it's folder is called just "A", it'll show up near the top of the list, for example.
