Right... I've had a go with assets and will try and do something in blender if I can, but it will be my first attempt. I'm happy for someone else to do this instead though if they're better.

I was thinking of a power station which is modular.

I would have ti like a coal plant, but have separate lots of cooling towers and chimneys and big buildings etc like coal storage etc. Thesewould actually work as independent power plants on their own, but it means that you can build a larger power plant and just add a cooling tower or turbine here or there to make it look better or larger.

it wasn't meant to make modular buildings per se but more to make it so you can design a power plant that you like, rather than in built ones.
 
What I was thinking, was that lots of services could function like this. Power stations, ports, airports etc. Initially, you'd have a special zoning tool that would designate an area as - for example and airport. Then within that are lots of buildings and modular pieces which you can add to the zone. When you have completed the layout the computer adds up everything within the zone to determine the effectiveness of the design. In the case of the airport, the runway length would determine what types of aircraft can use it, and the number of runways/size of the terminal will determine the maximum passenger capacity.

Forgot to ssay, that crucially, services should employ people as well. Large airports irl can employ thousands of people.
