In my experience the abilities of the Monarch (if the abilities are high) affect the random events in a positive way. You get positive events more often and so on. Is my experience correct?

Not exactly. Events can be associated with a monarch, so it is not a function of their ratings.
A number of monarchs have events associated with them. Not surprisingly, the great monarchs have some real good events - events that add tech investment, increase stability, free navies, etc.
The really poor monarchs have some events that are the reverse of the good ones.
