Monarch Personalities - Theocracies

I have just started a game as Munster (German, not Irish) and my ruler has the personality trait of Bold Fighter (which gives + 1 shock if he's leading an army). As I am a Theocracy I cannot make him a General and cannot use his skill.

What I'm suggesting is either Bold Fighter (and other battle related Personalities) becomes a +1 for all battles your armies are in, or that leaders which are not eligable to be a General, cannot have battle related skills.

That's not what it does. It gives +1 shock to all leaders you recruit.
