I have observed the activities of Golden Horde and Ilkhanate (18 Nov beta patch), and it appears that they cannot make peace, or at least not on the first attempt. Several times I've seen them make peace with a nation, yet they continued to be in the state of war (sometimes making peace again only a few days later, only to continue being at war). Golden Horde had a Cuman ruler btw, so it isn't tied to Mongol culture. At other times, they successfully made peace and the war went away, so it seemed somewhat random.

The hordes weren't allied with anyone. The domains they tried to make peace with were vassals of other people, I think. Maybe that caused it, though it seemed somewhat random, sometimes they could make peace, other times the war continued even after several peace treaties.
 
I think Grosshaus is right, and I think Solmyr's right. Indeed the Horde appears to have problems with the peace process, and I think it is related to other peace related problems such as Uber's "simultaneous peace problem", and other cases where war does not seem to cease, or at least attempts at peace do not cease, or both.
