I click on any monument and no matter what i do i cant see the buttons at all even with no mods installed and having the game to the latest version

Did you maybe start the game without the Leviathan DLC or in a version where this monument didn't exist? Adding monuments to an existing save is not really supported. But they should be available if you start a new campaign.

Then there is probably something broken about your installation or there are mods active without your knowledge. Please have a look at the Playsets section of the launcher and scroll all the way down to make sure that there are really no active mods(any mod could mess with the monuments even if it changes something unrelated). If that doesn't help, you can try to verify the integrity of game files and if that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29.
