Morale Damage Calculation for Unit Veterancy is wrong

Description​

SOme veterancy levels impact the morale damage of the unit and thus from the whole army. On the modifiers page of a battle, there is the "morale damage"-modifier. When you hover over that, you get a break down. Morale damage from unit veterancy seems to be included in the "average unit value"-modifier.

I attached a save game. In that save game is a battle between prussia and russia. Directly after loading, Russia has 20% morale damage from unit veterancy, which seems fine after eyeballing their unit veterancy from the units in battle. But after one tick, the morale damage increases to 40%, which seems wrong. I also attached screenshots showing this.

Also, Prussia has an all elite army, but only 49% instead of 50% morale damage (unless i missed one unit, but i dont think i did).

Steps to reproduce​

1. Start a game.
2. Wait some time until units had some time to upgrade to veteran or elite.
3. Start a war with someone with less experienced units.
4. Watch morale damage calculations.
