My favourite way to solve this would be to have a truck brigade, if you attach this you can press "upgrade" and transform your INF to MOT consuming the brigade.
By adding self propelled guns/rockets and tank brigades this could work to upgrade existing divisions all the way like this:

INF(+Trucks) -> MOT
MOT(+SPArt) -> MEC
MEC(+LArm) -> LARM
LARM(+MArm) -> ARM

Downgrading could work the same way but would give you the spare brigades in the force pool.
 
going from MOT to MECH needs more then SP ART. Mech troops use halftracks, not trucks, making them much more versatiles. SP ART is just Artillery on a tank chassis really.

Well convert AC to Halftrack brigade and require them both then :p The more brigades you can add the merrier. The point was the conversion system in general, not the individual requirements.

No, they have nothing in common. Artillery as is in the game now is heavy artillery operating over vast distances via special targeting units. SP-Art, on the other hand, is light artillery directly supporting the troops at the frontline. It is an upgrade of the Infantry guns, not the artillery.

It´s not as if you could just lift a heavy artillery piece on top of a tank and have SP-Art. They are totally different.

But rockets might work... The famous Katyusha SPRart were mounted on ordinary american lend lease trucks :D
