Mouse Cursor doesn't appear, nor works

Description​

Interface - upon going to main menu on launch, the mouse cursor disappears and is set in place, resetting to the same place after a split second. Pressing windows key does not make the cursor appear, only opening an overlay or ctl-alt-del makes the cursor reappear, however tabbing back into the game makes the cursor unusable again.
All overlays have been disabled, and it does this with no other game.

Steps to reproduce​

1. Open game via steam/paradox launcher
2. Wait until Main Menu

Sounds like a tech support issue, moving thread.

Has it ever worked on this PC? Or always been like this so far?

I only know of two things that might do this:

- if you've set any sort of custom mouse cursor, say mouse trails, in Windows? If so please undo that.

- or an overlay from something else getting in the way; unlikely to be Steam but maybe Discord, Spotify, something like that?

The issue is usually caused by controller emulation/steering wheel/controller with drift being plugged in, which causes the game to try and switch to a console controller mode as it's constantly receiving those inputs. Unplugging/disabling these should help.
