Movement of Troops

Hey I know this question is really n00bish but here it goes. If I wanted to move my troops from say france to attack England how do I do it? I know they cant walk on the ocean and I tried using transports but I can never get the friggin guys to go on the dam boat.

Also how the hell do you take out france, i declared war on them and they had abut 130 troops going at me.
