Does anyone know how to move pops by event?

I noticed that the "Railroad" event says that it smuggles your pop out, but where did he go? Oh, that's right he's dead apparently..

Anyone know of a good way to move pops instead? Preferably to the nearest nation without legal slavery. Otherwise I think the event does more harm than good as it makes no sense for the pops to delete themselves.
 
Thank god, I was starting to think I'd have to concoct something myself, for now I had just deactivated the event. I like your solution, but I also like your mod so I think I'll just install that. Paradox really should implement your version of the Railroad unless they've got a serious idea in the works.
