Doesn't MP work for this? A guy tried to host. I joined. He could apparently pick his nation, but I couldn't. I didn't see any flags or anything.

There is no multiplayer support for mod-dir. IIRC some people got 0.3 working for multi through copying the mod-CORE2 folder's contents into the base directory, but I can't vouch for whether that will work.
Even without moddir MP game performance is highly unstable and leads to a disappointing experience.
