During a LAN test game I ran to figure out how BB wars worked in MP I saved and reloaded once and discovered something odd regarding my unit costs.

Before I formed Russia in 1520 my infantry cost was 3, cavalry costed about 11 I think.
As russia was formed the cost dropped to 2 for infantry and 8 for cavelry, I was surprised by this, I though only sliders affected the unit costs, do Russia maintain some of its special bonus from EU 1?
Next I took a break and saved the game, when I reloaded it the prices had gone back up to 4 respectively 12!
No tech level was gained between these steps, and no slider was moved. Has any one else experienced this? How should it work? Is there any workaround I can do?
 
Two silly questions:

1) You didn't change the difficulty setting between saves, did you?

2) You are certain that your inflation didn't increase/decrease during the sessions? Since inflation applys to recruitment costs, and since they are rounded down to integers, even slight variations in the inflation can lead to the 2-3, or 3-4 ducat phenomenon.
