So multiculturalism is pretty good yeah? Massive immigration. That's all fine.

But is it realistic or desirable in game terms for multiculturalism to result in a society where everyone is a loyalist?

Should there be some sort of modeling of massive immigration causing radicals or maybe multiculturalism should cause your primary culture to become more radical over time?

Right now it just feels like if you pass multiculturalism it's the end of history everyone becomes loyalist and it's a capitalist paradise.

(Related: Guaranteed liberties and policing seem extremely useless in this patch, what's up with that?)

Is it multiculturalism the reason everyone is a loyalist or the fact that you have an extremely well off and rich country with what appears to be a good distribution of wealth, and what also appears to be further ongoing improvements to standards of living? It's not the end of history because you passed multiculturalism. It's the end of history because you've passed multiculturalism and also because of everything else you've done.

Maybe experiment a bit, see what happens if you spend the last 20 years of the game crushing your liberal society, rolling back material conditions of everyone while keeping multiculturalism. Worsen the tax system, roll back labour rights, re-introduce inequality in land distribution, underfund public services and so on. What happens to loyalists when multiculturalism is all there is and living standards are collapsing slowly year after year?

Because if instead you're still making things better for the median person, then I don't think multiculturalism should somehow overrule the direct and indirect effects of every other policy. Likewise if you could drop SoL from 25 to 20 or worse, then multiculturalism shouldn't somehow keep people loyal regardless.

I'm in favour of keeping the entropy in the game.
You should be fixing Problem 1 which will create Problem 2, the solution to Problem 2 create Problem 3 and so on.
Right now the natural flow of the laws, economy and discrimination point the end game to a very stable status of neverending loyalists.

Yes multiculturalism does not mean everything is now stable forever, but it helps, *greatly*.
And since 1.8, there is no longer big laws forced on you, so if the supremacists will be angry because of multiculturalism, they will be appeased by several other laws, so you can keep the big laws by offering small ones, which feels gamey (but logical in a way)

Also, you always have a main supremacist movement, but no supremacist minority --> why only the main culture could be racist ?
The radical english in GB will join supremacist movement, but the radical irish will join the irish one, which will want multiculturalism (and not their own state ???)
I hope the next austria update will check these plot points, because right now, everything is pushing you society to the natural most loyal/stable state.

For instance with Japan, i conquered Manchuria and failed my industrialisation hard. Japanese were angry, Manchu were angry, Koreans were angry. Radicals and low SoL everywhere.
So Manchus joined the manchu movement, korean joined the korean movement, and japanese joined the radical one.
So the awful management just offered me free multiculturalism that manchus and koreans wanted, while the Japanese were standing in the radical movement, kept in check by my already liberal laws.
I have now gained a lot of loyalists and every minority is now promoted to better societal rank, generating more loyalists.

So : by failing my game, i gained a very good law that fixed the solution by itself, for absolutly 0 concession from me.

Maybe a separate answer is that multiculturalism should cap all acceptance at 80/acceptance level 4, while the options with discrimination allow accepted classes up to 100.

That seems like it works from a balancing perspective (no one gets the benefit of being the "top" class but everyone gets decent benefits), and should add to radicals by making the pops in the top strata see an SoL decrease upon passing it.
