Had this happen in a MP game. Supid question time: what does it mean, why does it happen, what can/should I do when it happens?

I've had this happen too. It happens in direct internet connections or on the metaserver. This also happens for me on EU III. I've tried all sorts of "solutions" found online, nothing works. This didn't happen on my previous PC, but is frequent on my state of the art lap top. It's frustrating.
