Is it possible to give a nation an additional nation tag through an event? I'm looking for a simple way to give Frangland the French and English events after English Final Victory.

No you'll have to make them be able to trigger for both nations. Maybe give a flag to both nations and have that as trigger in all it's events.
No, but make them province only (take for example Paris) events with either FRA or ENG as an owner.
