I really hope that the amount of murder plots wont be increased in CK3. Even in CK2 the number of plots was ahistorically high. Out of the HRE emperors in the midfle ages only 2 were murdered and that out of personal reasons.

Murder plots should be tied to culture and every culture should have a dynamic value depending on the acceptedness of murder. For example in Viking Scandinavia it would be high, but in the HRE low.

That's just a bad of a stereotype. Viking Scandinavia did not have an acceptance of murder and I cannot of examples of kings being assassinated either. Duels yes, trial by combat, somethimes, but actual murder was as much a crime as in pretty much any society.
 
I'm not inherently opposed to murder in the game's context - there were a number of deaths that were popularly rumored to be murder (William Rufus died in a hunting accident, that was later suggested to be orchestrated murder, for example), apart from those that were in fact, that I have no problem with people plotting to do away with their nemeses. What I do have a problem with, however, is a homicidal dogpile of half the realm banding together to murder the king on the basis that their feelings toward him are lukewarm at best. Murder plots should be reserved for extreme grievances and blood feuds, and otherwise an array of lesser means made available to have one's rivals disgraced, embarrassed, or relieved of their titles and offices.
