Do any countries start out as Shiite? Is there any way for a Sunni nation to convert to Shiite?

And in the grand campaign the mamelukes start out as Shi'ite (although IRL it were the fatimid rulers that were shiite, and they were ousted in 1171 and after that it was sunni
