My diarch (vizier) is lowering my tax collectors' aptitude instead of rasing it.

Description​

I believe it's a bug since, let's say my Vizier is the worst character in the game with 0 in all stats, worst-case scenario it should be a +0 to my tax collectors' aptitude. Not -5.9 like in the picture. it's a percentage related to a positive number so it should never be negative.

Steps to reproduce​

Have a Vizier, have a tax collector with vassals in his jurisdiction, check the aptitude of the tax collector.
