My first question is what is this early event I get where it asks if I want to play with... "Wif Mod Units Linitation System" wherein if I choose yes I have x3 Formation Plan Events?

I have no idea if I should choose yes, or no.

Well, the unit limitations I believe are related to the number of divisions that can be effectively commanded or created with regard to air units... although I'm not 100% sure on that one, you'll have to wait for someone more knowledgeable. The formation plans determine what types of units you can build for certain nations, but it changes frequently(every year?).

The naval build times are meant to more accurately reflect the time it really takes to build a large naval vessel and are balanced by significantly reduced IC cost.

And finally assault transports are just like the TPs in vanilla, ie they can perform amphibious assaults whereas the regular transports can only rebase, thus are only for transporting soldier between major ports. However, I have not built any yet in the new build, so I'm not sure if they have been changed... But, basically I don't see much purpose in the regular transports as assaults are cheap enough as it is.

Perhaps you know what the new naval unit build is? It is called an NL; as in Naval Logistic. It has a research slot under the subs.

Germany starts with this - it's a brigade that can be attached to certain ships. It increases range by 1000 and morale by 10% at the cost of extra supply and fuel consumption.

It was also supposed to represent mother submarines for instance but unfortunately, submarines are hardcodded not to get brigades attached.
 
As my original post points out this is my first game. I am playing as Japan.

Something I have been being hit with over and over is this event where it says my stockpiles have reached overstock and it is forcing me to trade my metal, rares, energy etc... for either supplies, or money.

I could see this event happening a few times, but it is getting to be a chronic recurring event that is actually reducing my stockpiles and making it impossible to build up a compfortable surplus.

Will this reocurring event continue to plague me forever?

These events began right about the time I finally got the upper hand against Nationalist China and are continuing after my conquest of them. I think I have been hit with it more than 20 times now and it is early 1940.

These events are designed for this mod for all majors, cause mod tries to simulate real life troubles. Events should stop when you are at war and they should activate on regular basis when you are in peace (as far as I know).

Vanilla game allows you infinite gathering of resources which kills part of real life strategic challenge - how to survive war with limited resources. Can you imagine that all those belligerent countries knew in advance how much oil or rubber (rare materials) or steel or supply they will need to supply war? No, they didn't know exactly how long will war last, where will be all fronts, which countries will join to "our" side or to "enemy" side etc. And all of them except maybe US and USSR had specific troubles to get their resources. Vanilla "forgot" this, WiF repaired this. :)

That is a reasonable explanation. I suppose I could just keep my war going with Communist China instead of annexing it if I want to cheat.

I am finding it very difficult to put down rebellions. It seems the rebellious militia are quite strong. They are even able to defeat one of my Garrisons with a Police brigade if I don't send reenforcments in time.

I did unfortunately just chance upon a couple of bugs though.

I built an artillary brigade for my paratrooper and it will not let me assign it to a division anywhere on the map. Normally all provinces where you can assign it change to a color indicating it can be assigned, but not even trying to assign it in Tokyo will work. No provinces at all change to a positive color for me to place this artillary brigade.

Also when I defeated Nationalist China my Money supply increased from 300 to 35,000 and changed to a red color indicating a negative number, but in fact even though it is red it is still operating as a positive balance. I did do a test where I spent all of the money giving it away to minor countries to put myself in a real negative balance and then when I went back to a positive balance it would change back to green.

It is that simple that you cannot use artillery with paratroopers. Go in production menu, and just see what you can combine in divisions/brigades
 
lol choosing Japan is a definite challenge for a first time player!

The Limitations system is meant to simulate what a nation would have realistically in terms of types of units and such. It prevents you from having hundreds of tank divisions for example. At least that is my understanding of it.

Limitation system for units (Platinum, not Titanium) is different than Limitation system for resources (both Platinum and Titanium)...
