Windows likes at least 10% free on its boot drive, so use the Windows tool in File Explorer to clear what space you can on it (mostly what is does is delete unneeded system files, backups, and leftovers from Windows patches), and also compress it if it is not. Between the needed free space and more room for the paging file, you'd want to see 40gb or more free there!

If I can ask every other game I have runs greatly and amazingly. But then why does vic 3 runs so bad. Why do i need to do all this. Is it just poorly optimized?

I can't comment for other games, a lot depends on their particular nature. Our most comparable game is CK3.
