My game doesnt start

When i try to start it on steam it actually runs but the game doesnt appear anywhere, also when i try to close it, its closing for like eternity, it's been like this ever since i did a factory reset and i can't fix it, if you need more information about my situation please ask me, i'll try to answer you (even tho i know almost nothing about technology), im desperate to play cities skylines and i dont know if i have to save up for a new laptop or if there is actually a way to fix it.
edit: also my paradox launcher wont start

If the launcher doesn't start how do you know the game is running?

Assuming you're using Steam have you tried verifying your files?

i know its running cause it says that on steam also, thank you for that i'll try to verify that tommorow

You can bypass the launcher by following these instructions:

Download the attached cities.bat.zip file
Extract from it cities.bat
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game

so i've tried this and the game runs for like 5 seconds and it closes automatically, also the launcher doesnt work yet
