My game is not working

I have several problems with game since I downloaded it. I'm starting with the first problem when I downloaded the game; I launched the game from Steam(I have never installed or played it from Epic Games or any launcher else) and it stuck at title screen then I changed the multisampling and it worked, after few weeks it happened again, then I changed it to 8 again, and it worked again, but I couldn't understand why it happens again and again(There was no update or patch in the game). The second problem is I can't play the game in fullscreen mode. When I open the game in fullscreen mode screen is freezing until I use ALT+TAB(I can use buttons but the display is just frozen). And the worst thing happened yesterday is the third problem, now it's actually gone. I tried every single solution but I couldn't fix it. When I launch the game with my usual settings it happens like the image I uploaded(I waited 1 hour for once but it didn't work again). Now I will tell what I did to fix it:
1-I deleted EU4, EU4 Documents, Paradox Launcher V2.
2-Verified the game files on steam
3-Disabled fullscreen optimization from EU4.exe properties
4-Updated my graphic card driver(I'm using NVIDIA GeForce RTX 3050 Ti Laptop GPU)
5-Installed VCRedistx86 and VCRedistx64
6-Checked for windows updates but it was current.
7-The last thing was running EU4.exe from steamapp/common/Europa Universalis IV as administrator and it actually worked but the thing is when I try to play it in multiplayer game I am always lagging behind and can't play the game. So basically I still can't play it when I launch it from Steam.

I have 308 Hours in EU4 it means I am playing for a long time

Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Edit your Documents/Paradox Interactive/EU4/settings.txt to say:

refreshRate=60
fullScreen=yes
borderless=no

vsync=no

Then in the launcher Game Settings menu select fullScreen display mode. Is that any better?


IF that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .
